2024.03 CTE Updates

 Hello CTE Teachers -

I have had the opportunity to talk to most of you this year but not all.  I hope to connect with those whom I haven't chatted with soon but some information and dates are forthcoming and I don't want anyone to feel surprised by our information and/or deadlines.  

Below are a few things in the works.

Travel / Field Trips / CTSO Events

    1. Field Trip / CTSO travel should be approved in advance by the budget manager (either me or your building admin depending on what budget you plan to use).  This should happen before you make arrangements or enter your Travel Request form in Online Forms.
      1. If you intend to use CTE funds, send me an email or schedule an appointment, and we will make a plan including transportation, chaperones, etc.
        1. Chaperones should be recruited in the following order:
          1. Parents
          2. In Building Non-Instructional Staff
          3. CTE Office Staff
          4. In Building Instructional Staff
      2. If you have prior approval the process will move much smoother through the system.
    1. Employee Travel Policy
      1. The 23-24 Employee travel policy has some changes that we should all be aware of:
        1. Meal Per Diem is only provided for trips that are overnight.  
          1. You may be able to request lunch if the event schedule requires you to be away from your work location for over 12 hours.  
        2. Lodging is only paid if the event is over 75 miles from your school.  Unless the schedule of events requires your full-time presence (this doesn't apply to CTSO events with late-night or early-morning events).
    1. Travel Restrictions - As a district, we are under travel restrictions for adult travel.  This does not apply to CTSO or Field Trip events.
      1. OSD may approve registration fees but no travel funds will be provided.  This will be reviewed on a case-by-case basis if you wish to attend an event remotely or pay your own travel costs, please reach out to me for a discussion and approval.
      2. An exception to this may be requested if the event is required as a grant assurance and is grant-funded or is required to teach a specialty course. Approval must be received before registration.

CTE Conditional Certificate Renewals

    1. Your Conditional Certificate is up for Renewal in 2024
      1. Ensure that you have 50 Clock Hours entered into EDS
      2. Provide evidence of current enrollment in a CTE Plan 2 Course of Study OR complete a Professional Growth Plan showing your pathway to Plan 2 certification.
        1. There are two local locations and an online opportunity.
          1. Bates Community College
          2. Olympic College
          3. OPLA via ESD101 
        2. You may use CTE funds to pay for 1 Course Registration per year (see Travel Restrictions above).
      3. New Requirement:  All teachers on conditional certificates are now required to have a Training Plan showing their pathway to Initial Certification. 
    2. Your Conditional Certificate is up for Renewal in 2025
      1. You will be required to have items #1 and #2 above in place by the end of 2024-25 school year.

Required Program Documents - Due May 1

  1. Program Evaluations (new form from OSPI)
    1. OSPI has created a new Program Evaluation Template that is now required by all CTE teachers.  Every teacher completes an Annual Program evaluation.  You may partner with teachers in your same program area.
      1. Complete the Program Evaluation, review it with your advisory committee, and ensure the committee approves it and that approval is reflected in the meeting minutes.
  2. 3 Year plan (optional 4 year planning template)
    1. Every program must have a Three Year plan.  All CTE teachers are expected to do this work either in partnership or individually.  You may partner across the district or in a building.  Please name all teachers and/or all schools that participate in planning the direction of your program.
      1. This document should be reviewed with your Program Area Advisory Committee, should be approved by that committee, should be signed by your committee chair and minutes should be provided reflecting the approval of your program plan.
  3. Annual Skills Gap Documentation Should be included in your 3 Year plan review
    1. You can choose any resource you wish to provide evidence to OSPI that your program is feeding workforce needs.  I find that O*NET is the simplest way.
      1. Using O*NET
        1. Type in a Keyword and hit enter or search
        2. From the list that comes up choose the career that most resembles the work you are doing in class
        3. You can print to PDF the summary page and attach to your three-year plan or provide a link to the summary page on your three-year plan.  
        4. Be sure your Advisory Committee meeting minutes reflect that you reviewed this Skills Gap document.
